Detectives from the Child Exploitation Unit in Fairfax County have arrested a 52-year-old man, Victor Souphom, for unlawfully recording minors in his Groveton home. The investigation began on May 27 when Child Protective Services received information about an employee of the Lao Heritage Foundation being under investigation in Ohio for similar offenses.
Authorities coordinated with the out-of-state jurisdiction and found evidence suggesting that further violations might have occurred in Fairfax County. Detectives discovered that Souphom had traveled to Ohio with minors and stayed at a rental home where a video recording device was found, prompting local authorities to investigate.
Fairfax County detectives believed that Souphom had also been recording minors without their knowledge during events hosted for the Lao Heritage Foundation at his residence. Search warrants executed at Souphom’s properties led to the discovery of hidden cameras and digital media storage devices.
Souphom was arrested on May 29 and is currently held at the Fairfax County Adult Detention Center without bond. He faces two counts of Unlawful Filming of a Minor.
The police are urging anyone whose child attended events with the Lao Heritage Foundation and suspects victimization to contact the Major Crimes Bureau at 703-246-7800, option 6.
