The U.S. Department of Homeland Security announced that U.S. Immigration and Customs Enforcement arrested Roni Mendez-Escobar, a Guatemalan national, after he was released by Fairfax County officials despite an ICE detainer request.
ICE Homeland Security Investigations arrested Mendez-Escobar in Fairfax County on April 22 after a court appearance, according to a DHS press release. He had been arrested locally in October 2025 on 15 felony counts of possession of obscene material and two felony counts of possession of child pornography with intent to distribute.
ICE lodged a detainer on Oct. 23, asking Fairfax County officials not to release the man. DHS said Fairfax County released him on Oct. 27 without notifying federal authorities. Mendez-Escobar had been deported three times in 2015 before reentering the United States.
Fairfax County Adult Detention Center declined or provided insufficient notice on 1,151 ICE detainers from October 2022 through Feb. 6, 2025, according to the Center for Immigration Studies. CIS said the facility ranked third among listed jails for declined detainers or insufficient notice during that period.
Nationally, more than 25,000 ICE detainers were declined by local jails from October 2022 through Feb. 6, 2025, according to CIS. The organization said California accounted for 13,025 declined detainers, more than half of the national total.
