Police arrest two men after traffic stop leads to gun and drug charges in Annandale

Officers from the Franconia Police District arrested two men after a traffic stop in Annandale on September 10. The incident occurred at 1:52 a.m. near Backlick Road and Braddock Road, when officers observed a moving violation and pulled over the vehicle.

During the investigation, police recovered two firearms that were illegally possessed as well as narcotics. The individuals arrested were identified as Philip Ray, 20, of Annandale, and Kenan Owens, 20, of Arlington. Both were taken to the Fairfax County Adult Detention Center.

Philip Ray was charged with possession of Schedule I/II drugs and carrying a concealed firearm. He is being held on a $1,500 bond.

Kenan Owens faces charges including felon in possession of a firearm, possession of Schedule I/II drugs while carrying a firearm, possession of Schedule I/II drugs, and carrying a concealed firearm.

According to the Fairfax County Police Department, this case falls under Operation Press Check. This initiative focuses on reducing illegal firearm possession by convicted felons to improve public safety.

Detectives are seeking information related to this incident and encourage people to contact the Organized Crime and Intelligence Bureau or submit anonymous tips through Crime Solvers by phone or online via their website. Tipsters can also use the ‘P3 Tips’ App “Fairfax Co Crime Solvers.” Anonymous tipsters may be eligible for cash rewards if they provide contact information for follow-up.

Residents are encouraged to register their security cameras with Connect Fairfax County to assist law enforcement in solving crimes and supporting investigations.
